The Bavarian State Government is planning a higher education reform. This upcoming higher education reform is part of the High-Tech Agenda Bavaria (HTA) of October 2019 and is intended to position Bavarian universities, universities of applied sciences, technical universities and art colleges for the future.

Under the motto "Promoting talent and strengthening competition", the key points of the reform were presented by the Bavarian State Minister for Science and the Arts, Bernd Sibler, in autumn 2020. On 18 May 2021, the Bavarian cabinet dealt with the draft of the new Higher Education Innovation Act.
